Cardano's Project Catalyst returns ~40.5M ADA to treasury, cancels three grant rounds in handover to Foundation
Project Catalyst returned about 40.5 million ADA to Cardano's treasury on July 2, scrapping the Fund15, Fund16 and RPGF grant rounds as stewardship of the programme moves from Input Output Group to the Cardano Foundation.
Project Catalyst, Cardano's community grant programme, said on July 2 it has finished moving stewardship from Input Output Group (IOG) to the Cardano Foundation — and in the process is returning tens of millions of ADA in previously earmarked grant funding to the Cardano treasury rather than paying it out.
According to the Catalyst account (@Catalyst_onX, reposted by the Cardano Foundation), two transactions completed the wind-down. First, Catalyst executed a "treasury donation" of 19,498,234 ADA, which it described as the reimbursement of all funds earmarked for Fund15 minus 501,766 ADA held back to compensate Fund15 reviewers and moderators — implying Fund15 was earmarked at exactly 20,000,000 ADA. Second, an Intersect-administered smart contract covering Fund16 and retroactive public goods funding (RPGF) was cancelled, returning a further 21,000,000 ADA to the treasury. Catalyst linked two on-chain transactions on cexplorer.io as receipts.
That is roughly 40,498,234 ADA sent back, with the ~501,766 ADA reviewer payment still outstanding at time of writing. One commenter on the thread asked when reviewers would actually be paid; the post did not give a date.
The move follows a February 24 announcement in which IOG — which operated Catalyst — and the Cardano Foundation said they had agreed the Foundation would "assume stewardship" of the programme, with Catalyst staff joining the Foundation. In that note, the parties said running Fund15 and Fund16 "in their proposed form is not feasible at this time" and that near-term focus would be continuity for existing grantees via Fund14. Catalyst said it "deeply regret[s]" it cannot fund the Fund15 applicants and pointed to more than 500 active projects and over 2,200 funded to date. A "new pilot" is promised "soon," with no details or date.

The real-world read This is the programme's own account, so the framing is doing work. "Completion," "donation" and "reimbursement" describe what is, plainly, three grant rounds being scrapped and the money clawed back mid-transition — including RPGF, meant to reward work already done. Fund15 applicants who were promised a review get nothing but regret; reviewers who did the work are owed 501,766 ADA on no announced schedule. The post also doesn't explain why the rounds were "not feasible," what the handover from IOG to the Foundation changes about who controls community funding, or what the "new pilot" actually is. All figures here trace to on-chain transactions, which is verifiable; the "500+/2,200+" project counts are self-reported and unaudited. Notably, no ADA/USD value is given for the ~40.5M returned — readers can price it themselves.
Opinion, and whose The Catalyst/Cardano Foundation account frames the transfer as a positive "recalibration" and looks forward to "continuing the Catalyst story." Replies in the thread ("Great work," "Onwards to the pilot") are supportive community voices, not independent assessment. Cleartext offers no forecast on what the pilot will deliver — none has been described.
