Optimism and Toss sign MOU to explore a Won-backed stablecoin — nothing built yet
Optimism and South Korean fintech app Toss signed a non-binding MOU to explore a Won-backed stablecoin on the OP Stack, announced via Optimism's own promotional post.
Optimism and Toss, the dominant consumer finance app in South Korea, have signed a memorandum of understanding to explore issuing a Korean Won–backed stablecoin on the OP Stack, the two disclosed on July 8, 2026. The announcement came through an Optimism post reshared by the Ethereum Foundation's account. At this stage it is a proof of concept — an agreement to study the idea, not a launched product.
Toss is the app arm of Viva Republics and, per Optimism's post, handles banking, payments, investing, credit and taxes for a large share of the country. The OP Stack is the open-source toolkit used to build Ethereum Layer 2 networks, of which Optimism's own OP Mainnet is the flagship.
Beyond that, the source says little. There is no named issuer for the proposed stablecoin, no reserve or redemption structure, no timeline, no launch date, and no mention of Korean regulatory approval — a notable gap for a fiat-backed token in a market where stablecoin rules are still being written. Treat everything here as exploratory intent from two interested parties, not a shipped asset.

The real-world read
This is a single promotional post from the companies doing the deal — Optimism's own marketing, amplified by the Ethereum Foundation — so read the reach numbers as claims from an interested party, not audited figures. The post can't even keep its own math straight: it says "two-thirds" in one line and "over half" in another; against South Korea's population of roughly 51 million, "more than 30M" users lands closer to the latter. Minor, but it tells you the framing is marketing, not disclosure.
The bigger point is what an MOU is: non-binding intent to explore. No Won stablecoin has been issued, no regulator has been named, and no launch date exists. Plenty of announced crypto partnerships never ship a product, and "coming to the OP Stack" is exactly the kind of ecosystem-growth headline both parties benefit from regardless of whether anything launches. We have no second, independent source corroborating the terms — only the participants' own words.
